Can't install KB4284835 on Windows 10 for several of my clients

Hello,
Is there a reason why KB4284835 can not be installed on Windows 10? I have several clients that i have repeatedly tried to install this KB and it doesn’t install. No errors as far as I can see unless there is a log file i don’t know about. Any help with this will be greatly appreciated.

I have the same on my laptop. Just goes round and round. Some days it says it installed !! Stupid updates…
