Need to Share a few folders & Enable Admin

I need to script that will make the following folders shareable with Administrator User access

C:\Users
C:\Program Files
C:\Program Files (x86)

I also need it to make sure the Administrator account is Enable if it is i need to reset the password and if it is disabled i need to enable it and set a pssword.
