I am having the same issue but support does not seem to know how to fix this.
I turned of hips enhanced setting and that worked for me.

I tried turning off HIPS enhanced settings but that did nothing. So far, on almost everyone, when they try to open a PDF in Outlook, literally nothing happens. They can either double click or right click and choose Open. The can, however, use the Preview option without issue. The workaround at the moment is to copy the PDF to their desktop to open it. But that is not an ideal solution.

Thank you for giving us more details. Since outlook performs a different process in opening PDFs, we will need to dig deeper. Our best course of action is to get our support technicians to review your settings further with your portal. We’ve seen your other raised queries over your support ticket. We’ll make sure to get it escalated as we speak so we can address it as quickly as possible.
We have a fix. Under script analysis, I disabled *\acrord32.exe from both Heuristic Command-Line Analysis and Embedded Code Detection. However, this is not a permanent solution as I do not want to leave this disabled. Support will need to find a fix so I can enable it once it’s fixed.
