Can't change group or department of staff

I don’t know if I am missing something but how do you change the department of group in servicedesk of the staff. I do not see anywhere that allows you to do this, just that I can only see the department and group they are assigned to.

Right now it is possible to change the Group a staff member is part of (Service Desk > Admin Panel > Staff tab > Staff Members > click on a staff member > Group drop-down menu). From Groups menu, you can define the actions that a group member is able to take (specify the Departments users have access to and define their permissions).
