Can't find features

This link talks about a client access portal that can be used to view invoices, tickets and can be customised etc, but I can’t find any further details about it or how clients access it. The only thing i can find is the page for clients to log tickets.

am I missing something or does the link above just talk about features that don’t actually exist?
