If I set PM to install Recommended updates, will it install the Windows 10 Upgrade? It doesn’t have a KB number so I am unsure. I know I can use GWX Stopper, but don’t have time to go through every single workstation one-by-one.

Even if you set up PM to install the recommended updates, Windows 10 will not be automatically installed because it requires user interaction to agree to a license/user agreement.
The most what the users can get is a message saying that their Windows 10 copy is ready to be installed but it will not start without their consent.
