Enabling ITSM

When I first log into my dashboard and click “download bulk enrollment package” or “add a new device” I get an error message stating
You should enable ITSM application from Store.

Once I go to the app store and click on ITSM it redirects me to another page which tries to log me on from there and it gives me another error that says There is no default CLA account data for this user. Every module I try and download gives me that error, any help would be greatly appreciated.
