iPad profile invalid error

I have an older iPad (iOS version 9.3.5 - no more upgrades available) that gives an “invalid profile” error every time I attempt to install a profile. I changed the profile, removed restrictions, etc. with no luck. Any ideas?

Can we verify if you already created an APN CERTIFICATE?

Yes. I created an APN certificate. Some iPads in this same generation are accepting the profile install without issue but I have two that are giving the “invalid profile” error.
